Benchmark maps pros,help

Need someone with benchmark wy.map to help interpret roads on page 60-61.if you look at roads 13-14-50 ,there are more ,but those will do. Why do they go from red dashes to red dashes with gray background??? Wanting to hit this area soon am would love to hear from you. Thanks

I believe they are boundaries of deer hunting units.
