Plumbers putty on Sink drain tailpiece

I've ordered a new sink and drain due to rust in the sink ( my fault I suppose). I'd like to reuse the tailpiece especially since it is like none I've seen before. There was some putty around the seem between the upper half and the lower half of the tailpiece which can rotate. There is also putty around the bottom dome which appears to have a small metal plug. Since the part seems to be PVC can I seal these openings with PVC solvent?
 
If it's something you want to take apart again use silicone. Also use it fitting the drain in the sink, much better than putty.
