Going through my photo albums (pre digital days) I've seen some photo degradation. Mosty color related. Now mind you these aren't ancient pictures. None probably over 25 years. I wish I had a fast scanner but I do want to scan some of the most sentimental ones just in case they really start going downhill. Since I can't remove many without tearing them its hard to tell if its a paper issue or anything.
 
Older photos are fine - please try to add a date to the photo title or description (year is fine). Photo editing software can do a lot to improve the quality of a photo but its not so easy.
 
Elements 6 does a great job. When you use the the "Quick" editor and let Adobe do its thing you get pretty good results. With a little practice you can do your own editing. This is not the full suite but its way more intricate than the older Elements packages. Probably more than any of us will ever use. The book Elements For Dummies is a helpful tool too.
