    Any guesses what this is? Kind of looks like a trap of some sort to me. I think MarkBC got it right. I have seen them up in the mountains in western Utah where cattle have been grazing.

    Yes they are. There are 2 sets of pillars that surround the building. They were supposed to support a track that would allow the windmill generator face into the wind. I guess the person building it ran off with the money and this is as far as the construction went.
