Retrofitting 90s Grandby - Electrical Issues and Frame Stud

I'm building out my mid 90s Grandby shell and have started with the electrical before getting into cabinets, table and bench seat but I'm having some issues.

The solar panels are installed with all the wiring run to the batteries and controller. I cut the old shore plug and pulled what I assume is the main power line to the inside of the camper but when I hook up these wires to the output I'm not getting any flow. I had tested these wires for continuity awhile back and looked good to go, I've hit the output on the controller with a voltmeter and got 13V, but I think there may be a short somewhere. Any other ideas as to what could be the problem?

Very difficult to see the whole system though when the inside panels don't come off where the slide out is. - Does anyone know, are these secured from the outside?

I will update photos when I get to the camper (parked at my brother-in-laws for the time being)
