Tie down bolts & water tank access

I have a 2010 Eagle The elevator bolts holding the driver side eye bolt broke while on a trip. I replaced the passenger side bolt with a grade 8 bolt with the camper on the truck a few years back. But the other side is not accessible do to the cabinetry . Do I have to pull the camper from the truck and remove the plywood from the lower outside of the camper to access this bolt? Also I have to get access to the water tank to fix a pipe or tank. Is this accessed from the outside also?
