It's the one in back to keep the lift panel from bouncing when driving....

I do use the inside latch but I'm not sure if anything bad would happen if I didn't.

That's the one I didn't know about latching. I started breaking rivets from not using it.

If that rear latch isn't used the lift panel can rub on the canvas and cause abrasion. I found out the hard way.
