The only thing I know about section 16 is the "school lands" section. Is there something else that I'm missing?

Bingo. Section 16 is owned by the local school system, at least in the parts of Mississippi and Louisana where I was poking holes looking for lignite coal.

And yes, Section 37 was the storage space for all of the items noted by Smoke. For similar funsies, ask a Navy man about recruiting, dressing out, and watch-standing at sea as the Mail Buoy Lookout.
