    try a center punch right in the middle of the phillips...not too hard...just enough to jar the joint of the threads...then spray as a last resort....small vise grips on the head....tighten first...just pressure...then reverse out I have an old philips screw driver with a steel and wood...

    you're looking at 10 years of rotting...carefully consider the edges of the floor and their stability to accept new material before you undertake any project.... not being able to see it and seriously check the value of the floor plywood, it's tough to say where to start.....if you have enough...
